Additional notes on the whole "more ways to handle environment variables" thing.

• The correct place to do all of the necessary conversions in probably in cmd.cmd
• The place where I need to check for compatibility with that call is in command_builder

I think those are the last missing pieces of the puzzle. Now that I have all of this together, I'm going to take a break and think about whether this is how I want to do things.

I'm pretty sure this all makes sense, but still only pretty sure.

For now, I'm going to wind down.
